    STATUS: Salaried

    SYSTEM TITLE: Compliance Officer

    POSITION REPORTS TO: – Director of Finance

     

    JOB SUMMARY: Oversees, manages, and directs the Casino Compliance Department. Responsible for the formulation of appropriate review and compliance programs, narratives, and report history for the Casino including but not limited to general financial controls, departmental procedures and policies, regulatory compliance, and business efficiency and effectiveness.

    Responsibilities

    1. Practice, support and promote the Mission, Vision and Values of Muckleshoot Casino.
    2. Develop, implement and manage an annual compliance verification plan.
    3. Perform risk assessment of various areas of the gaming operations.
    4. Plan and oversee compliance processes of gaming operations to assess controls, operational efficiencies and conformity with selected policies, procedures and regulations. Resolve issues that occur and develop modifications to coverage and schedule.
    5. Plan and perform MIC financial, regulatory compliance or operational reviews.
    6. Recommend revisions and/or additions to policies and procedures in order to improve operations as well as internal controls.
    7. Perform analysis or conduct projects as requested by the Director of Finance, CFO and/or General Manager.
    8. Assist the Marketing Department with submission and approval of marketing promotions for all departments as they relate to Muckleshoot Gaming Commission.
    9. Ensure work papers are adequately documented and compliance evidence is sufficient. Prepare accurate reports for the Director of Finance
    10. Act as point person for communication between Casino Operations and Muckleshoot Gaming Commission.
    11. Prepare reports from audit findings and prepare recommendations for management.
    12. Respond to ad hoc requests to address control issues on new business processes, operation procedures and provide consultative services to management.
    13. Prepare new internal controls and revisions to existing internal controls for compliance to NIGC MICS and the Tribal-State Compact. Submit the internals to MGC on behalf of casino operations.
    14. Generate correspondence to the Muckleshoot Gaming Commission on behalf of casino operations regarding regulatory matters.
    15. Responsible for special projects as directed by the Director of Finance or CFO.
    16. Supervise/evaluate department staff.
    17. Adhere to all applicable Ordinances, Regulations, MIC’s and Standard Operating Procedures.
    18. Ensure compliance with National Indian Gaming Commission regulations, Bank Secretary Act (Title 31), financial accounting and auditing standards, and company internal controls.
    19. Document system on internal accounting control as mandated by established regulations areas of responsibility include documenting processes and controls, testing of said processes and controls and working with management to correct deficiencies. Examine records of departments and interview team members to ensure recording of transactions and compliance with applicable laws and regulations.
    20. Perform and coordinate audits in the areas dealing with regulatory compliance operations, finance and fraud. This consists of examining records of departments and conducting interviews with team members to ensure recording of transactions and compliance with applicable laws and regulations.
    21. Inspect accounting systems to determine their efficiency and protective value.
    22. Create, facilitate and maintain a positive work environment.

    Qualifications

    EDUCATION, EXPERIENCE AND TRAINING FOR POSITION (required and preferred):

    • Bachelor’s degree from an accredited college or university in accounting, business administration, business management, finance or a closely related field required.. Seven (7) years of experience in the gaming industry with extensive knowledge of casino operations, NIGC Minimum Internal Control Standards, Bank Secrecy Act’s Anti-Money Laundering and other Federal and State Regulations pertaining to casinos required.
    • Five (5 ) years casino specific progressive supervisory experience in auditing or revenue accounting required.
    • CIA Certificate preferred.

    SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION:

    • Exhibit advanced knowledge of NIGC Minimum Internal Controls and Bank Secrecy Act’s Money Laundering laws.
    • Proven change management abilities, including development of solutions, which require comprehensive shifts in operational practices.
    • Demonstrate full range of knowledge in accounting functions including preparation and review of compliance reports, continuous monitoring, accounting policies and internal controls.
    • Exhibit strong team player skills with a direct approach and solution oriented.
    • Demonstrate initiative to strive for continuous improvement, and proven ability to develop and execute innovative ideas, projects and business solutions,
    • Demonstrate proven ability to manage personnel successfully including successful conflict resolution, succession planning and retention planning.

    • Demonstrate advanced computer software and application skills with expert Excel skills
    • Exhibit ability to produce complex information into repots, memos, executive summaries and project plans,
    • Demonstrate thorough knowledge of The Institute of Internal Auditor’s (IIA) Professional Standards.

    • Some essential functions of the job performed within a smoking environment.
